NO if he is on a deportation order, it is doubtful that he will be approved.

scroll down to page 55, second paragraph from the bottom where it says - most persons under a removal order or facing enforcement proceedings, are eligible for initial consideration...they cannot however receive a final approval of PR as they will be found inadmissable in step two examination of their case.





The only way he can come back is if you reapply for spousal PR in an outside application. But you must wait until his banned time has expired.
