Yes.
In general I would say yes. I live in Colorado and I think it is also the case here too.
California is a community property state...so yes, they can be held responsible...half of whatever he makes is considered yours, so that portion of his income would be responsible for the debt...here is a list of the 6 community property states:

Spouses are responsible for each other ... it is part of the sickness and health marriage contract, plus the community property deal ... half of yours is mine ... that includes the debts.





Now it is a different matter if there was financial fraud involved, where the spouse did not know about the credit card either, because it was really opened by an identity thief.
